    England is moving towards a licensing scheme for non-surgical cosmetic procedures. In August 2025 the government published its response to consultation, setting out a proposed risk-based (Red/Amber/Green) model — but the scheme is not yet in force: no commencement date has been set and further legislation is required before it applies. Existing local-authority licensing may already apply, and requirements differ across the UK.
